1. Briefly explain six services that law enforcement can provide private security and three services that private security can provide law enforcement
ReplyDeleteWays in which law enforcement can provide private security services include the following:
1. Providing information on possible criminal attacks. Oftentimes, public law enforcement is privy to information about potential criminal attacks against specific businesses, and can easily share this information (though sometimes not so willingly).
2. Provide traffic control support for special events. While this would not be a regular occurrence, such special events as grand openings, or special guest appearances may necessitate extra assistance with traffic control, and seeing as most businesses abut government jurisdiction streets, public law enforcement could easily, with a good security manager, be called in to assist.
3. Accepting and processing crime reports. While police typically accept and process reports from private citizens on a regular basis, once a proper relationship has been established between a quality security agency and the public law enforcement, the police can much more easily accept reports and take them at face value rather than having to worry so much about doing their own investigation.
4. Coordinate with security on special enforcement projects. In this context, special projects would include specific criminal offences rather than persons in general. Instances such as these should hopefully be rare, but if they do occur, assistance and coordination with local public law enforcement would be a much valued resource, and would cut down on time and work concerning arrests and investigations.
5. Coordinate with security on major on important investigations. Such as the previous service, the need for this service should hopefully be rare, but if the need arises, the assistance that law enforcement could provide, especially via "sting" operations (as noted in the text) could greatly reduce, prevent, and punish crime. This can be of especial note when concerning one particular business which cannot afford (for whatever reason) to pursue the operation alone.
6. Provide protection during labor disputes. While the security department is meant to be the enforcement arm of company management, its power is reduced to near nothingness during such instances as labor disputes. As such, local law enforcement could be called upon in order to assist with general safety of the company, company management, and the surroundings of the company (especially roadways, walkways, and the like).
Ways in which private security can provide law enforcement services includes the following:
1. Contribute to the local criminal statistical data. Such as with the UCR, crimes are only noted if the police are made knowledgeable about them. As such, private security can contribute to this data and statistical information through their reporting of crimes and incidents to their local law enforcement agencies.
2. Provide the community with "tax-free" law enforcement. Due simply to the large numbers of private security personnel, public law enforcement is not tasked with nearly as great of a job as they could be if they were needed for law enforcement in malls, shopping centers, and the like.
3. Provide liaison between law enforcement and the business world. By acting as a third party, or a mediator of sorts, security departments can allow many doors to be opened into businesses for the purposes of expediting law enforcement investigations and such.
2. Discuss the controversy surrounding law enforcement providing criminal history information to security investigators.
ReplyDeleteA. On one side, this would involve law enforcement providing personal criminal records and information to people who are technically civilians. Some people may whine and complain about this, i.e. hippies. On the other side of the argument, this practice can safeguard security companies from hiring individuals with a criminal background. This can be a huge liability without the ability to run a background check on employees. Also, if security companies have the ability to run record checks on individuals that they detain, they may end up picking up individuals with pretty serious warrants, in which case they can detain the individuals until the police arrive to collect if that is the decided course of action.
Mr. Justin, I think you have hit on some definite points of controversy here. As you inferred, it is technically illegal for civilians to be privy concerning much of a person's criminal history, however for security purposes, this does indeed create quite the liability. As such, I would wonder if there would be some way to create a sort of cooperation between law enforcement and private security. While I am not sure how this would work exactly, I think that it is something that might be good to look into. And good point with the warrant issue. I had not even thought of this.
DeleteAnticipating what you mean by "What professional organizations are available for Security Managers in your area? What do these organizations do?" is what facility in my area would take in Security managers, I would say the Del Amo Swap Meat. There's a number of cases in which, very much like the clips in the mall we've been watching, people steal from stores and harass the clerks. Just like the mall in the videos, the swap meat sells to people. A security manager would suit well for Del Amo's store because many people have to shut down their businesses due to the number of product being shoplifted, and life-threatening situations.
ReplyDeleteYoure spot on with the shoplifting. Lost product makes a huge impact on how much money youre making within the business, so it would be good to hire someone to help prevent that from happening

ReplyDeleteOne of the issues with this would be them learning peoples criminal history which isn't right. But also I think if some of the security investigators received information like that, there could be more outbreaks of violent acts by security guards. If they really know who some is, the security guards might get that police officer mentality and try to be a hero and take people down which can bring up major issues.
I agree with you. If a security guard knows a person's criminal history, he or she would not act as a security guard. He or she will get an adrenaline rush and like you said, "play hero". Security and Law enforcement interchanges itself often.

ReplyDeleteI am from Downey, California. It is a really nice city; not a lot of crime happen there. The security organization that I know of is the mall security at the local city mall. This organization basically patrol parking lots, make sure customers aren't stealing, and help keep fights and or violent events from happening by using surveillance cameras.
